1  Preface
As a major player in the information & communication infrastructure industry, Huawei Enterprise provides robust, adaptive and cost-effective solutions to worldwide energy customer. With its series of outstanding mobile broadband products, successful end-to-end solutions, experienced radio frequency planning as well as excellent services, government customer can be best assured to enjoy everlasting benefits from the long-term partnership with Huawei. 
To meet the requirements of America national security’s network construction, this document is crafted to provide a comprehensive description of offered system, comprising of integrated eLTE solution proposed to America policein accordance to the requirements stated in tender documents.
Huawei believes the proposed total solution can ultimately fulfill the requirements of customer, ensuring the best of both the project target and long-term business strategy of America. Having taken into consideration the economic scale and the developmental factors at all times, customers can take pleasure in effective cost savings on project investment as well as realizing future business development. 
The products or characteristics mentioned in this proposal are just for reference. Please be subject to the submitted quotation files.
2 Requirements Analysis
2.1 Background
Central to the mission of the Government of America is the need to protect its citizens. Maintaining safe streets and improve social safety. Police force is at the frontline of people protection and security in both normal and emergency situations. Police will as required need the assistance of the Army and other emergency services such as Ambulance and Fire Brigade in fulfilling its responsibilities effectively and efficiently.
To support the critical missions for emergency response, Modern Police forces make use of a dedicated and reliable Professional Wireless Trunking Network .This network is a critical component enabling quick and efficient management of the resources (staff and assets) and coordination of the tasks of the squads in the field during day-to-day operations and importantly in case of any emergency situations. 
2.2 Requirements analysis
1. A Trunking Radio Network based on LTE TDD standard systems providing critical mobile communications services to squads in the field including broadband data capability for modern technology and tools applications. 
2. A multi-service reliable broadband transmission infrastructure (access and backbone) for all mission and non-mission critical flows 
3. Command and Control Room applications (dispatchers, workforce management, tracking, GIS, video intelligence and analysis, decision making…) 
4. Modern Emergency Call Centre to manage and process emergency calls 
5. Establishment of a nationwide emergency center to serve 140 million residents in 37 provinces
6. Unified access code and reduced response time.
7. Quick access to all services over the entire network.
2.2.1 Available Wireless Spectrum
There system need frequency from 1785MHz~1805MHz, 20M bandwidth.
2.2.2 Coverage Area
The system shall provide radio coverage to cover main city of America, It include Niamey,Dosso, Zinder and Maradi.

3 National Security Solution Overview
Huawei’s national security solution provide E2E solution from emergency call reception to emergency response, decision making, communication, and command dispatch till the emergency request is served. It mainly caontain two parts emergency command center(ECC) and an advantageous network eLTE which based on the 4G technology. Huawei ECC provides multiple communication interfaces including wire and wireless network, email or mobile short message to report emergency. The system offers possible relevant suggestions which assists commander to make an intelligent decision. The ECC system integrates advanced eLTE broadband trunking system to share information among different patrol officials to achieve effective voice communication, video serveilliance and vedio dispatch. The whole topology is shown in the following figure.

4 eLTE Broadband Trunking System
The Police organ is the key component department of all levels of the government, almost handling of participation all emergency cases. In the natural disaster, the accident disaster, the public health incident and so on took the government as the emergency case process of leading handling; the Police organ participates in one of handling important forces. In recent years, constantly changes along with the international situation, traffic accident and other frequent occurrence of kind of safety incident, community event and thunderbolt, Social safety and disaster rescue situation is stern. Under this kind of situation, people set a higher request to police department about the rapid reaction, the accurate judgment and the combat teamwork ability.
4.1 eLTE Solution Network Design

In view of the national security customer physical demand, Huawei proposal  TD-LTE technology-based wireless broadband trunking special network solution. This solution fully considers national security customer's operating feature, through real-time video surveillance, real-time video distribution, video linkage, broadband access and voice trunking dispatchers and personnel vehicles localization and SMS/multimedia message, emergency command and adjustment and other functions , to promote police department scene information acquisition and distribution ability and data interactive handling ability and urgent matter's response capability, thus enhances the department of government to maintain the social product and ability of public life safety and stability, assists the technical strong police strategy to implement smoothly. Below will introduce Huawei TD-LTE national security wireless broadband trunking system's network infrastructure and main application scene:
4.1.1 Proposal Frequency
In this network dedign we use the frequency from 1785MHz~1805MHz, 20M bandwidth.1785~1805MHz.

4.1.3 Capacity Analysis
The capacity differs from the type of RRU as shown in the follow table:

Tipically, each Base Station carries 3 cells which means the total capacity of each Base Station can reach up to 37.566Mbps in Uplink with 4T4R.
We will set 600 cameras in the Niamey, that means it request 1200Mbps, each base station can provide 37.566Mbps, so  it needs about 32 base stations. The capacity analysis is shown in the follow table:

The other 200 cameras will be setted in Dosso, Maradi, Zinder. The whole network will need about 1600Mbps for uplink, need about 43 base stations. The whole capacity analysis for America is shown in the follow table:

4.1.4 Coverage Assumption
Using Huawei U-NET simulation tools to simulate the coverage of DL-RSRP. Handset EP680’s D1 video DL RSRP requirements higher than -115dBm and trunking DL RSRP requirements higher than-124dBm, specific simulation results see below:

Light blue and within region can provide D1 video business, dark blue and within region can provide trunking voice business. 
Using CPE provide video surveilliance demand 720P video DL RSRP requirements for above-109dBm and D1 video DL RSRP requirements higher than -113dBm, trunking DL RSRP requirements higher than-123.49dBm, specific simulation results see below:

Light green and within region can provide 720P video business, light blue and within region can provide D1 video business. The following table specific descript the eNodeB setted in Niamey.
Simulation shows the 720P video service and voice service fulfill the coverage requirements.

4.3 Service and Function for National Security
The eLTE broadband trunking communication system is a special-purpose mobile communication systems that many users (department and community) shares one group of radio channels and dynamic uses these channels. Compared with the public honeycomb mobile system, trunked communication system supports push to talk, private call ,group calls and  emergency call. Because trunked communication system has the unique dispatch function and group shouts and fast call, therefore is playing the huge role in professional communication domain.

The eLTE network is broadband trunking system, its uplink rate is 50Mbps and downlink is 100Mbps, so that it can be used to transmit video service. For video surveillance: Mainly sends the spot, bank, market, guesthouse, hotel, square, station to the key spot, police complex road section and case and other personnel quite centralized police complex area and place's real-time monitoring.
High-definition intelligent checkpoint: Supposes the request of checkpoint handling according to urban thunderbolt emergency fast interception, the union daily reconnaissance solves a case and inspects the supervisory work, in the main city and town street's main access, the peripheral main intersection point as well as the key communication line, the urban branch path and accident sends the road section and establishes a vehicles monitoring network of surrounding in depth, makes it govern overspeed, looks up escape and other aspects to display a bigger benefit.

Huawei TD-LTE wireless broadband trunking network solution for police can realize sharing of monitoring resources, raise the monitoring resources efficiency, and integrate with networking alarm system,110/119/120 police business system, provides the alarm the police contingency plan, it makes monitoring equipment ,alarm equipment to display directly through integration with PGIS system and could trace the duty vehicles and staff to make it easy to do direction and dispatch.

4.4 Huawei eLTE Solution Highlight
4.4.1 All In One
eLTE solution is a highly integrated system in terms of services, network architecture and devices. Except for the voice trunking service, eLTE system also provide video and broadband data transmission services. Unlike Tetra system that needs two networks and two frequencies to support voice and video services, eLTE combines all three types of services in one network and a single frequency, and all services can be provided concurrently. In the mean time, users can handle all functions in just one terminal, which can be subscribed as an unified dialing number. Through this number, user can trigger off various services like a voice call, a video call, and a GIS.
4.4.2 Ultimate Performance
eLTE system is designed and developed based on the proven advantage LTE-TDD technology. It provides highly reliable wireless broadband data access with peak data throughput of 100Mbps downlink and 50Mbps uplink in 20MHz bandwidth.
Inherently, the uplink/downlink bandwidth can be configured upon scenarios, due to the TDD (Time Division Duplex) mechanism. This offers flexible solutions for industrial users, where the uplink multi-stream video transmission is always a crucial demand.
The LTE-TDD cellular based network provides optimal mobility management algorithms to ensure terminal users soft handover in high speed movement. eLTE is capable to guarantee steady data transmission on the high speed railway travelling at 350KM/H.
eLTE solution is capable of improve user’s performance even in the cell edge area due to various of anti-interference algorithms. Especially for situations like high background noise and interference from both intra and inter frequency networks. By adaptive allocate the wireless resources with optimization, eLTE solution maximize the spectral efficiency and maitain a good performance for all users in the cell.
4.4.3 Flexible Network Deployment
eLTE offers multiple spectrum solutions from 1.8GHz, 1.4GHz, 800MHz to 400MHz. Besides, eLTE support network deployment in  3MHz, 5MHz, 10MHz or 20MHz bandwidth. Also both TDD and FDD schemes can be provided. The widely harmonized frequencies ensure highly efficient implementations, while minimizing the deployment complexity.
For various industry scenarios, eLTE promotes full scalable network dimensions. For large scale network, the eCNS210 is capable of support up to 1500 base stations, 200 thousands users, 20000 trunking groups, which satisfies the needs of state-wide or nation-wide network deployment. For medium scale network, the eSCN230 is capable of support up to 30 base stations, 20000 users and 4000 trunking groups.
Furthermore, platform based devices of eLTE support flexible network deployment scheme. For example, to expand network coverage and to decrease the costs of network construction, RRUs can be installed far away from a BBU(maximum distance is 20 km). In the meanwhile, the Node B can be connected in star or chain topology.
4.4.4 Professional Voice Trunking, Best User Experience Ever
The eLTE commercial network is designed with more focus on high volume of data transmission, while voice service is adapted via VOIP. The performance may hardly satisfy the need of industry professional users in terms of call setup delay, trunking group functionality etc.
Special noise reduction design is adapted according to the requirements of industry, providing high-definition voice quality; although in the strong background noise its performance is still excellent.
Based on LTE-TDD technique, eLTE network optimizes signaling and processing procedures. The Push-To-Talk PTT voice experience is greatly improved. eLTE provides industry-leading performance in terms of group call setup < 300ms, speech right request <150ms, concurrent group calls up to 160 groups/cell.
4.4.5 Video Dispatch, Seamless Surveillance between Field and Commanding Center
Enhanced by the wireless broadband trunking system, eLTE offers the best-ever communications solution with video dispatch. The 1080P HD camera is embedded into the multimedia trunking handset, transferring front-line video back to the commanding center in real time. The dispatcher and commander in the commanding center monitors video streams from the handset and other fixed CCTV cameras, which can be projected onto the screen walls or be dispatched to a specific video stream to other handsets, informing troops and leaders in different fields of the front-line situation. 
Real-time, bi-directional voice and video dispatches between front line and commanding center allows for fresh on-the-ground knowledge for instant troop dispatch and control.
4.4.6 Professional Broadband Trunking Handset
Designed specially according to the characteristics of industry customers, one terminal can support professional trunking, video dispatching and broadband data access, SMS / MMS, positioning and other functions.
The handset can also access LTE-TDD and GSM/WCDMA network, it can access public network in the region where there is out of private network coverage.
The handset’s protection is IP67 in order to meet the requirement of industry customers for using varieties of harsh environment, it means that it can be normally used after marinating in 1 meter depth water for 30 minutes. Shock, vibration, solar radiation and many other indicators meet the highest level of military standard of reliability.
4.4.7 Classified QoS business
To meet the needs of different business types and user grades for different transmission demand (bandwidth, priority, time delay, throughput, etc.) and use the cyber source reasonable, eLTE solution provides end-to-end QoS guarantee mechanism for users to ensure the quality of services. eLTE QoS guarantee mechanism can define the corresponding QoS grades according to the user by the business needs of maximum speed, minimum speed, transmission delay, packet loss rate and a series of QoS index. This mechanism ensure the system performance through advanced access control, wireless resource management, transmission resource management algorithm and security the quality of signal transmission for differentiate business and users.
4.4.8 Three levels of Protection to protect System disaster recovery capability
When the system is damaged in different degree in the event of a fire, earthquake, flood or other force majeure, eLTE solution provides a three level of protective measures as much as possible to ensure  that users can continually use wireless to keep communication. The three level protections are: single station operation, DMO and emergency communication vehicle.
When the core network equipment fails or the transmission between the core network and one base station interrupts, the base station will automatically enter into the single station operation mode and guarantee the user under the base station coverage can still use trunking service. Once the fault recovery, the base station automatically restores the original work mode.
When the base station that one terminal belongs to fails, the terminal automatically enters DMO mode, users can still use trunking service in a certain range.
In the absence of network or the network facilities destroyed, customer can also use emergency communication vehicle to set up a small communication network on the spot, provide emergency, mobile communication and command function.
4.4.9 Stable, Secure and Sustainable Network
eLTE system is developed based on a highly-mature product platform that has been delivering over 100,000 sets globally. It features fault-tolerant redundancy design and high level ingress protection design to keep network productive all the time and maximizing system availability. The products have been proven working stable and reliable in severe circumstances like extremely hot temperature in India and extremely cold in Canada.
eLTE provides bidirectional wireless authentication. The authentication feature prevents unauthorized users from using the network, to improve system security. The users can also use the authentication function to prevent access to unknown networks, to avoid possible security risks.
Except supporting the authentication and encryption mechanisms that TD-LTE protocol, eLTE solution also support the application layer end-to-end encryption, embedded the customer's own encryption and decryption unit into the terminal can facilitate the development and application of encryption algorithm for special industries and ensure the encrypted communications business safe and reliable. Meanwhile, the end-to-end hardware encryption can be supported by the system, to provide one session one key.
The terminal is also specially designed to meet the security requirements. It can be remotely disabled temporarily or permanently. The terminal can no longer access the network immediately after being disabled. The network can identify whether a deactivation has taken effect. This feature ensure that our customers’ information won’t get lost even the terminal is owned by other people.
4.4.10 Own Intellectual Property Rights End-to-end Solutions
All products including terminal chip, terminal equipment, base station equipment, core network equipment and supporting software eLTE solutions involved are researched and developed independently by HUAWEI and owns all intellectual property, it can meet industry customized needs for terminal frequency, business software and security mechanism.
4.4.11 Open Portals Interoperability
eLTE is an open portal enabled system. It allows further development from terminal models to service applications by third-parties. In network layer, eLTE provides portals for upper layer applications, encouraging industry partners to develop customized applications based on standard protocols. In terminal field, eLTE provides chipset and toolkits, enabling partners and third-party design houses to develop customized devices, like container scanning handset for harbor police, large screen in-vehicle touchpad for airport shuttle bus.
 
5 Huawei ECC Solution
5.1 ECC Solution Overview
Huawei ECC solution employs mature and stable multimedia accesses and dispatch platforms. The solution provides open interfaces to multiple communication networks (PSTN/2G/3G/Trunking). The solution is based on an open integration framework in which various city emergency rescue services and municipal service resources can be integrated.

The solution provides unified computer-aided dispatch (CAD), visualized command, and intelligent decision analysis. It integrates robust and heterogeneous information and communications technology (ICT) networks, global positioning system (GPS), and geographic information system (GIS) and so on. 
Through Huawei ECC system Unified command and holistic actions can be implemented for different types of polices, departments, layers and regions. With this, government agencies will be able to conduct timely, orderly and efficient emergency rescue operations, improve prevention or mitigation actions; introduce surveillance and intervention capabilities for city emergencies incident management system.
5.2 Multiple Access Platform
The ECC system supports receiving of emergency calls from variety of access devices. User can report an incident through PSTN/PLMN/3G/NGN networks or web/email using fixed phone, cell phone, soft phones in desktop or laptops, IP phones and even though Fax machines. ECC Communication platform provides voice and non voice interface to receive these case reports from public and signals it to command center applications. 
The system treats all the heterogeneous network reports such as voice, SMS, email with same priority and maintains a single queue to handle each, one at a time. This way system adopts a unified approach of handling variety of alarms.
The computer network is the backbone of ECC system. Below figure explains network connections of Huawei ECC communication platform. User can report an incident through PSTN/PLMN/3G/NGN networks or web/email. 
Following components will be equipped in Huawei emergency command center communication platform.

As shown in the figure, both Voice and Non voice Emergency calls will be received and treated in a unified and collaborative way. The product U2980 acts as an access gateway (similar to PBX) to receive Fixed Phone, Mobile Phone and Fax calls to Emergency Command center. U2980 works as both Soft-switch and Automatic Call Distributor (ACD) to handle media calls from TDM (SS7, PRA) or IP (SIP) networks. U2980 provides media resource functionality for IVR operations and conference resources as well. Huawei ECC solution has inbuilt voice recording functionality (will be explained in later sections of the document in detail) which is also realized through U2980. U2980 is highly integrated media resource platform which can cater to Emergency contact centre requirements fully.
Non Voice Alarm access gateway acts as an access device to send and receive multimedia messages. It supports Email, SMS, MMS, and Web Portal transactions by TCP/IP connections. The component complies with standard protocol interfaces such as SMTP/POP3 to connect to email server, SMPP to connect with SMSC, MM7 to connect to MMSC, etc. Also it supports receiving intelligent alarms generated by sensors like cameras over IP network complies with XML standard protocol interfaces.
Access gateway acts as an access device to receive and analyze LBS system or GPS system or other 3rd party systems such as BOSS of telecom-operators for mobile location, vehicle location which equipped GPS devices and fixed phone subscribers’ information exchange.
Management application server manages and controls all system configurations, basic data maintenance, user management and system access permission control. Functions like resources and catalog of incident management, user permission setting, etc…
CTI (Computer Telephony Interface) platform connects U2980 /Non Voice Access Gateway and agent together. CTI platform comprises of a series of servers to provide the services such as call routing, queuing, recording, monitoring, and so on. One of the main usages of CTI is to specify the required services and collect user information. CCS is the core module of CTI platform which manages all the internal components of contact center. CTI provides the interface for implementing the service logic to control all resources. 
CTI Platform provides IVR functionality and APIs interfaces for service development. The CTI Platform connects and controls U2980 resources either through INTESS protocol which is Huawei proprietary or through CSTA which is an open standard protocol. 
CAD application server is the core component of whole solution which provides the agent Graphical User Interface to receive and process emergency calls. This subsystem will be integrated with GIS (Geographical Information System) and LBS (Location Based Services) modules which provide intelligent information to Call Takers and Dispatchers while processing an emergency incident. The Subsystem also controls report server to generate variety of statistical reports. The Report server can be configured to automatically generate necessary reports and share it to required stakeholders through emails. Supervisors can make use of these reports to execute area or region wise trend analysis. 
Dispatching subsystems allows operators to co-ordinate with different rescue agencies and facilitates, to offer necessary assistance to the victims. Huawei ECC solution provides extensive integration facilities to communicate and manage multiple emergency bureaus at the same time.
Knowledge base server is a platform used by the operators to learn and share knowledge and skills of emergency situation handling. As per historical experiences Command department can also create temporary incident handling flows using knowledge base server to help newly joined agents with powerful and effective treatment plan for all kinds of incidents. 
Media Distribution Sever (MDS) functions like a gateway to integrate trunked radio system to ECC communication platform. MDS offers two types interfaces such as E1/IP interface to connect U2980 and air interface to direct communicate with Trunked Radio BTS. MDS will be used only to manage voice communications with radio terminals, for providing SDS functionality and other advanced applications Trunked Radio Access gateway will be used.
NMS (Network Management System) helps to monitor the health of all critical components of the solution and provides user friendly interface to configure various subsystems. 
IP agent application includes agent desktop and IP phone. The desktop is connected to CTI by Huawei proprietary protocol and the IP phone connects to U2980 via SIP and RTP. The IP phone can be software client application in agent desktop or hardware IP phone. 
Huawei system supports agent (contact center) functionality in both centralized and distributed modes; distributed call center is one, that supports distributed deployment of resources, in this case, remote users will be serviced by local agents, which save the bandwidth between call center and remote systems. 
Storage Server is used to record the complete conversation between agent and user, and the same recorded file can be used as reference while dispatching a particular command. Storage Server is connected with U2980 by NFS protocol. U2980 records the agent conversation with alarm reporter and stores the recorded file in storage server. For playing announcements during the incident flow, U2980 fetches voice files from storage server and plays the prompts. Report server will generate and publish the report as configured by administrator.
Proposed ECC solution supports capturing of the case details right from call reception till feedback collection when the case is resolved. The system offers a way to archive this information into the solution knowledge base which can be referred in future to handle similar emergency events. This functionality is embedded in Preplan management module.
DB Server houses complete ECC solution application data and helps to extract necessary information to agents on need basis to process the incident smoothly. DB server uses UIDB (user information Database) as an application database to archive all the call details. It maintains and manages the user and statistical data which can be used for data consultation and call analysis. Al these components are connected each other over IP network. Using the accumulated data from DB server, commanders/supervisors can do comprehensive analysis on accident prone zone, crowded places, riot happening areas in cities, and can increase the security in such places to avoid emergencies to some extent. DB server also holds preplan system functions. 
5.3 IP Call Center(IPCC)
The proposed contact center network can access the call from TDM network such as PSTN/PLMN via TUP/ISUP or access the call from IP networks such as NGN/3G via SIP/BICC protocol.

5.3.1 IPCC Solution Components
Huawei’s IPCC solution consists of the following components of its IP Contact Center solution: UAP, CTI and Service platform, Interactive Voice Response (IVR), IP Agent, DB Server/File Server.
5.3.2 IPCC Solution Description
The following section describes how Huawei’s solution would process different scenarios to provide the service to callers of CNB.
5.3.3  Voice Calls
Once a customer calls the published access code to reach Huawei call center, the call is forwarded from the PSTN/PLMN/NGN to Huawei’s UAP which is the ACD.
On receiving the call, the ACD sends the call establish request to the CTI server.
CTI server will make the routing decision based on the defined logic and send the call to either IVR or Manual Agent.
Based on the routing logic if the call needs to be forwarded to the IVR, IVR treatment is provided to the caller based on the defined call flow.
Once the caller has finished his interaction in the IVR and chooses to talk to an agent, CTI identifies an available agent based on the required skill and instructs UAP to forward the call to the agent.
Huawei UAP transfers the call to the agent
At the same time User information data will pop-up on the Agent Screen.
Agent on answering the call will be connected to User.
The User starts talking with the agent.
 
5.4 Computer Aided Dispatch (CAD)
CAD is one of the core components of ECC solution and provides various functionalities that deal with call-taking and dispatching operations. The system is designed using two different structures namely, Client/Server and Browser/Server, among which, both call taking and dispatching system are C/S architecture. Only the response unit especially police station uses the browser to access ECC system to receive assignments as well as to give feedback of incident handling.
Using different software modules and work interfaces, CAD subsystem offers vital operations like emergency call reception, analysis, command and dispatch to serve emergency requests involving police, fire, health and other emergency bureaus.
5.5 GIS Map Console Functions
GIS map is an essential facility for emergency disposal. It can be used by call taker, dispatcher and supervisor for incident locating, resource dispatching, navigation, and etc.. Please refer to section “Geographic Information System” for detailed information.
1. Basic functions: Full-map view, zooming in, zooming out, moving, map layer management, aerial map, scale bar, information search, polygon area measurement, coordinates display, distance measurement, plotting, bookmark, optimal path calculation, print.
2. Whenever call taker receives an incident request through CAD system, GIS client application will display the location of the incident and manage resources seamlessly.
3. GIS software is integrated with video surveillance subsystem seamlessly. It can make a map layer of cameras within the database coordinating with other geography information. From GIS UI, it can easily see the real time video from cameras.
4. GIS software can obtain the database to show the location information of targeted vehicle or person who equipped with GPS device. It can trace multiple resources, it can show the single point position or trace the movement of targeted resources in real time, and it also can show the historical movement of targeted resource.
5. The GIS system allows users to display graphic reports on the GIS map. By this feature, supervisor or commander can easily see the incident statistics in the map. It is much helpful. Using such information the rescue agencies can deploy more resource to prevent possible emergencies and provide better assistance.
 
5.6 Application Layer
This is the core part of whole system. It includes Emergency Contact Center, Geographic Information System; Location based Services, Video Surveillance, Trunked Radio network, information display system. The business functions which are related to emergency management (plan, resource management, etc.) are implemented in this platform.
The Command Center provides interface to receive emergency alarms through wired/wireless phone, SMS/MMS, E-mail or also can through Fax, then system will forward the emergency call to a most appropriate call taking agent. It maintains a single call queue to handle emergency requests of both voice calls and non-voice calls in a unified way, by restricting an agent to accept both voice and non voice requests at the same time. It supports inbuilt voice recording functionality to record telephone conversation of entire process and archives it in data collection center. 
Geographical Information System presents complex geo spatial data intelligently and support dispatchers to plan suitable routes for patrol staff to reach the destination. GIS helps call takers to position alarm reporter and incident on GIS map.
Trunked radio network integration to communication platform is one crucial requirement while establishing Command Center applications. Huawei ECC platform supports s to integrate industry standard eLTE Trunked Radio networks to facilitate communication to radio terminals. Huawei ECC solution also supports call out functionality to make outgoing calls to field offices. 
Video surveillance platform offers integration of analog and IP cameras. It holds high available software for video storage in order to record video information from all cameras and facilitates the distribution of the same to users when requested. Video surveillance platform also supports intelligent video analytics like motion detection, License plate recognition, tripwire detection, passenger counting, and so on.
Information Display System will illustrate, variety of integrated resources such as GIS map, Camera video footage, real time monitoring of ECC resources on the screen. It mainly consists of DLP big-screen projection display system which has the DLP projection unit, multi-screen display controller, Software control system. Service layer applications can manage the information that to be displayed on TV wall. Usually TV wall display system can be at Command center to view the real time videos from Video Surveillance subsystem, identify the nearest Patrol resource for dispatch, monitor the dispatched resources, and to monitor the incident status.
 
6 Intelligent Video Surveillance System Integration
Intelligent video surveillance system is an important subsystem within national security which is used for monitoring, storing, analyzing real scenario by using advanced video intelligent analytics. IVS system consists of many kinds of subsystems like front-end device, monitor center, storage device, intelligent analysis module and etc… The data of video can be transmit through eLTE and WLAN network.
6.1 IVS Overview
Intelligent video surveillance system consists of the following subsystems:
1. Video management platform: enables level-specific video management and application.
2. Video storage subsystem: stores video information in level-2 and level-3 surveillance platforms or only in the level-1 platform.
3. Video network transmission subsystem: uses optical/wireless networks to set up a private video surveillance network and connects it to level-2 and level-3 surveillance centers, and transmits collected video information to surveillance centers at three levels.
4. Video collection subsystem (PUs): includes cameras and associated devices such as poles, power supply, and lightning protection devices.
5. Display subsystem (surveillance centers): display videos on large screens.
6. Intelligent video surveillance system reserves interfaces for the intelligent HD checkpoint system, emergency command system, and emergency command vehicle system. The surveillance system can also be smoothly upgraded to the intelligent integrated application platform for city security. The surveillance system enables police to view videos across subsystems, quickly locate and respond to alarms, which improves case processing efficiency.
6.2 Automatic Alarm with Camera Intelligent Analysis

The above figure shows that the intelligent analysis of IVS system can be integrated with ECC system. The automatic alarm workflow as following:
1. Someone attempts to climb over the wall or a painting is stolen or other illegal acts happened.
2. The real-time video is transmitted to IVS platform.
3. Video is analyzed intelligently by IVS platform.
4. A break-in exception is found and alarms automatically go on based on preset linkage rules.
5. At the same time, the alarm signal is passed through the interface between IVS and ECC.
6. ECC system automatically creates a new incident, simultaneously audible and visual alarm as well as alarming camera video displayed on big-screen.
7. Then, the incident will be disposed timely.
8. Also fire detection and door access control system can be integrated with IVS and ECC system smoothly. All of these intelligent methods can effectively reduce the workload, and improve safety and efficiency.
6.3 IVS based on eLTE System Solution

6.3.1 Component
A security video surveillance system consists of a video management platform, video storage subsystem, network transmission subsystem, new and existing PUs, and surveillance centers at different levels. 
6.3.2 Video Management Platform
A video management platform uses a modular and layered design and has a logical structure that contains multiple levels and domains. 
A video management platform contains the following modules: Service Management Unit (SMU), Service Control Unit (SCU), Platform Connection Gateway (PAG), Device Connection Gateway(DCG),Media Server Unit (MU), Media Analysis Unit (MAU) and Client Unit (CU). 
The number of levels and domains are configurable. In most cases, a video management platform covers three levels. 
The video management platform must be deployed in equipment room and runs on the Linux operating system. With large capacity and highly stable, secured and reliable, the platform allows telecommunications applications. The platform also supports load balancing and two-node cluster mode to allow large-capacity service access. 
Network and media stream transmission of a video management platform complies with Real Time Streaming Protocol (RTSP) and the video encoding format complies with the H.264 encoding protocol.
A video management platform has the following basic functions: monitoring, alarm reporting, storage, map management, network device management, security management, log management, and man-machine interaction management. 
6.4 IVS based on WLAN Solution
      In this project, IVS video information can be carried in WLAN, Camera can be connected to AP directly and wireless,  and then all video information will be carried in eLTE nework by Microwave, the whole network archetechture is shown as below:

6.4.1 Directly Connecting Wired Cameras

As shown in the figure, you can directly connect wired cameras to an AP and the connection details are described as follows:
When there is only one camera at the monitoring point, the camera can be directly connected to the leaf AP.
When there are multiple cameras at the monitoring point, they can be connected to the leaf AP through an industrial switch.
If you connect cameras to the leaf AP using twisted pair cables, the distance between the leaf AP and cameras or between the leaf AP and the industrial switch must be shorter than 100 m.
6.4.2 Connecting Wireless Cameras
Figure 2-5 shows the networking of wireless connections of wireless cameras.

The connection details are described as follows:
If there are multiple wireless cameras at the monitoring point, they can be connected to the AP through the 2.4 GHz channel.
The AP can be connected to the upstream network in bridge mode or through a switch.
6.4.3 Connecting Cameras Through a Wireless CPE
Figure 2-6 shows the networking in which where cameras are connected to the AP through a wireless CPE.

The connection details are described as follows:
If there are multiple cameras at the monitoring point, they can be connected to the AP through a wireless CPE.
The AP can be connected to the upstream network in bridge mode or through a switch.
It is recommended that the distance between the leaf AP and the wireless CPE be within 300 m, and the value varies with the CPE performance counters, CPE coverage range, and the weather.
In P2MP networking, the distance between two neighboring leaf APs must be longer than 100 m to prevent radio interference between wireless customer premises equipments (CPEs).
6.5 Solar Energy Power Supply Solution for IVS
Figure 6 7 shows the solar energy power supply solution for wireless video surveillance backhaul.

The solution details are described as follows:
1. Solar panel: converts solar energy into DC power and provides power for the entire system.
2. AP and cameras: receive power from the solar panel through a PoE adapter.
3. Control system: controls the solar panel to convert solar energy into DC power to provide power for the energy storage system in daytime. It also controls the energy storage system to discharge power, so that the system can function properly at night.
Energy storage system: provides power at night when the solar panel does not work, ensuring proper running of the system.
 
7 Introduction to Huawei Telepresence
In sometimes, it needs many different departments to work together to handle the emergency case. Howerver, the different departments usually far away from each other, so how to connect them together, and provide them the video information of the frontline. So, Huawei video conference system can help you. Different from traditional and complicated videoconferencing solutions, Huawei Telepresense is integrated, immersive, and simple, conveying a new design concept for Huawei telepresence. Elegantly designed, the conference rooms of the Huawei Telepresence exhibit the essence of oriental classics and provide natural and friendly conference environments. Every detail, such as the table design, light source, wall color, and carpet material, is carefully considered and well combined with conference interaction so that participants can have fresh, unique, true, and face-to-face experiences. 
In this solution we propose to deploy 10 telepresence systems of all the Head office and branches. Which is shown in below:

The solution consists of Telepresence solution and VP8660MCU, GK/RM/Schedule web server, Telepresence systems, the whole system is based on IP network.1 sets of TP3006  is  installed in the Head office; 9 sets of  TP3006 are installed in the branch offices.
7.1 Real-size HD Video
The TP3006 uses the tri-lens camera provided by Huawei to capture images. By integrating the powerful codec capability of the dedicated telepresence terminal and the human engineering theory, the TP3006 shows the meeting participants in true-to-life dimensions on the three 65-inch TVs. Each screen displays the 1080p real-size images of two participants, making the participants feel that they are in the same meeting room.
7.2 True-to-Life Conference Experience
Traditional video conferences present simple voice and video communications. The TP3006, however, demonstrates a historic revolution from traditional video conferences to telepresence conferences by showing participants of different sites face to face in true-to-life dimensions.

The communications among people are not restricted to voices and images. The telepresence system captures and displays body languages and eye contact on screens. This improves user experience dramatically.
7.3 48:9 Wide-Screen Conference Experience 
The TP3006 provides excellent wide-screen conference experience. It adopts the tri-lens camera provided by Huawei to seamlessly stitch the three channels of 1080p images captured. In this way, six real-size HD images can be displayed on the screens.
Compared with a traditional video conference, the TP3006 adopts the multi-image synchronization, image stitching, and environment integration technologies to solve the problems of dead zone in image stitching, ghost, small field depth, and unnatural background. Instead, it provides a wide field depth and allows a half-round table for participants. 
7.4 Full-Around Sound Localization
The TP3006 provides full-around sound localization. Participants in remote sites can immediately locate the speaker at any corner in the meeting room.
Huawei extends its best practices in AEC, AGC, and ANS technologies to the TP3006. In addition, the TP3006 adopts the 22 kHz AAC-LD and unique hidden three-dimensional speaker design to provide cinema-level sound localization effects. You can easily locate the speaker at a remote site, making the communications smoother.
7.5 Superior HD Data
Taking the application requirements of HD data into full consideration, the TP3006 is designed with a 50-inch TV to display HD data so that you can view HD data easily while viewing the video of a remote site, which makes the overall design more elegant without affecting normal video communications. The TP3006 has the following features:
Standard H.239 HD dual stream
Supporting the standard H.239 protocol, the TP3006 can transmit two independent channels of video streams. After the Video Graphics Array (VGA) output interface on a computer is connected to the multi-functional socket on the desktop, both the conference video and the content displayed on the computer, such as a presentation, a Word document, a flash, or an HD picture, can be transmitted to a remote site simultaneously. In addition, the TP3006 supports a resolution of up to 1280 x 1024, which is the highest H.239 content resolution in the industry. In this case, the characters of 6.5 points in a Word document can be displayed clearly. 
Unique design
The 50-inch display is hung under the middle 65-inch display and inclines in a certain angle to ensure the best views of six participants. This does not affect normal video communication. The 50-inch display blends in well with three 65-inch displays, which looks beautifully designed.
Plug and play
The TP3006 provides SXGA interfaces that support plug-and-play so that users can connect their laptops to the telepresence system and share data contents during conferences. HD data can be displayed automatically through the SXGA interfaces and the plug and play function. 
Superior conference experience
The TP 3006 boasts superb HD data processing capability and high-quality videos by using the 50-inch professional plasma display, improving the conference experience.
7.6 Integrated Control
The TP3006 can easily manage telepresence sites in a unified manner through the RMCC provided by Huawei telepresence solutions. In addition, the TP3006 can automatically switch between the site being viewed and the site being broadcast and always ensure real-size and eye contact video quality. The TP3006 enables users to perform conference control between telepresence sites and between ordinary sites and telepresence sites, such as:
Broadcasting a site
Giving the floor to a site
Viewing, adding or deleting a site
Muting the speaker or microphone of a site
Initiating or ending the call to a participant
Enabling discussion, ending a conference
Requesting for/releasing the chair control rights
During a conference, users can add a telepresence site to the continuous presence, thereby improving conference quality and achieving seamless integration with traditional conference application.
